E-CA presented its first book on September 17th, 2009. One of the key actors is Herman De Croo, the centre's President. He invests a lot of time in coordinating and co-organising E-CA's activities. E-CA was founded in 2008 and organised an academic session 'Congo: State, Peace, Economy and Welfare'. The centre's new book evaluates Congo's efforts in the field of institutional reform and building a Congolese state.
